4 CRD Meetings on October 7, 2015

The CRD is a hard beast to follow so consider this an experiment in sense making. There are four CRD meetings happening tomorrow and the purpose of this post is to provide a convenient summary of what you need to know to follow along with the proceedings. I personally think that the first two meetings will be the most interesting to watch.

So what do we have going on?

Finance Committee 9:30-11:00am

This is the first meeting of the day.

Agenda and minutes are available here. On the agenda tomorrow are the following major items:

  • Adoption of September 2, 2015 minutes
  • A Grants update report to be moved forward to the CRD Board
  • Bylaw 4038 – Electoral Area Permissive Tax Exemptions
  • Service Plans Review Process for CRD departments/functions

Committee Structure and Terms of References (ToR) are available here. Of note is that this committee is chaired by Dave Howe, the Electoral Area Representatives from Saltspring Gulf Islands. According to the Finance Committee ToR:

The Capital Regional District (CRD) FINANCE COMMITTEE is a standing committee established by the CRD Board and will oversee and make recommendations to the Board regarding a number of financial initiatives.

Governance Committee 11am-1pm

This is the second meeting of the day.

Agenda and minutes are available here. Of note is that this committee appears to meet less frequently than the Finance Committee. On the agenda tomorrow are the following items:

  • Adoption of the minutes from September 2, 2015
  • Board Chair and Vice Chair Election Procedures

Committee Structure and Terms of References (TOR) are available here. Of note is that this committee is chaired by Denise Blackwell, Councillor from the City of Langford. Fun fact about Director Blackwell, is that in 2013 Mayor and Council of the township of Esquimalt tried to get her to resign (article here). According to the Governance Committee ToR:

The Capital Regional District (CRD) Governance Committee is a standing committee established by the CRD Board to make recommendations to the Board regarding items related to governance and corporate administration. The committee will also provide advice to the Board on agenda items for Committee of the Whole meetings.

Committee of the Whole 1:30pm – 3:30pm

This is the third meeting of the day.

Agenda and minutes are available here. On the agenda tomorrow seems to be a slight departure from regular proceedings in that the main activity of interest is a Workshop on Integrated Resources Management. According to the CRD Workshop Agenda, this is event is supposed to go until 4:30pm even though the Board meeting is supposed to start at 3:30pm.

Committee Structure and Terms of References (ToR) are available here. Of note is that the Committee of the Whole is chaired by CRD board chair and Mayor of Oak Bay, Nils Jensen. According to the Committee ToR:

In accordance with the Board Procedures Bylaw, the Capital Regional District (CRD) Board may resolve into Committee of the Whole at any time to examine and provide advice to the Board on various matters of regional interest.

Capital Regional District Board

This is the fourth meeting of the day.

Agenda and minutes are available here. On the agenda tomorrow, is not surprisingly, is the very same Workshop on Integrated Resource Management. Looking at the rudimentary nature of the workshop presentation deck (Liquid and Solid Waste CRD Management Presentation), I can’t help wonder if this presentation is the result of the continually pushed back timelines on wastewater treatment in the region. Board Structure and Terms of voting are available here. Of note is that all elected representatives to the CRD Board are to attend meetings of the CRD board which are also chaired by Oak Bay Mayor Nils Jensen. Because constituent members of the CRD are of different population size, it should be noted that a weighted voting system applies to votes taken at meetings of the Board and Hospital Board (see voting distribution summary here).
